What an exciting time it is for dentistry in Arkansas! Our unified advocacy campaign achieved overwhelming legislative victories concerning Medicaid fee increases and special needs patient care. We’ve defended community water fluoridation in Arkansas and brought national media attention to this critical public health initiative. We’ve welcomed the inaugural class of the Lyon College School of Dental Medicine, with many ASDA members serving as faculty members and administrators.

While 2025 was exciting, 2026 brought a largescale challenge. Right before the new year, Arkansas Department of Health Services (DHS) outright and unilaterally has taken the position that it does not intend to set rules to implement Act 1025, a seminal piece of legislation that provides for a dental Medicaid fee increase, is not eligible for implementation. As such, the agency asks for permission not to take further action. DHS initially delayed implementation which the law required to go into effect September 1, 2025. ASDA worked with specialty associations to find compromises with DHS and put the law into effect. Throughout this whole process, DHS has refused to fully cooperate or comply with our requests or those of the Centers for Medicaid Services (CMS).

As ASDA’s legal counsel Trevor Hawkins intuitively stated in his letter to DHS Secretary Janet Mann, “DHS’s obligation is not satisfied by identifying obstacles, but by engaging those pathways in good faith. Declining to do so risks converting routine federal review questions into a de facto nullification of duly enacted state law.”

Your ASDA Executive Council has voted unanimously to lock horns with DHS, whose actions threaten to weaken the dental profession and barricades access to care for Arkansas’ most vulnerable patients. We have and will not sit idle while Act 1025 remains wrongfully unimplemented and are exploring every avenue to ensure its enactment. But most importantly, we need you on our side.

So please watch for a call to action in the coming days

Our Association is strongest when our members are actively engaged. So whether it’s legislative advocacy, teaching the next generation of dentists, or becoming a leader at the local or state level, we appreciate your dedication to strengthening the dental profession in Arkansas and delivering the highest level of patient care.

Endorsed by 20+ dental and medical associations – including ASDA – Best Card offers great rates and personalized customer service for credit card processing. Thousands of dental offices have saved an average of 27% ($6,496 annually) in credit card fees over their prior processor. You will receive one deposit and one monthly statement for all of your activity for MasterCard/Visa/Discover and American Express. Close your batch by 5pm CST and receive next business day funding.

Best Card understands that your credit card processing statement can be hard to decipher so we encourage you to calculate your effective rate: Take your total fees charged (including AMEX) and divide it by the total $$ processed. If this number is greater than 2.1% (0.021 on calculator), you may be paying too much. Example: $766 (fees) ÷ $19,488 ($ processed) = 0.0393 or 3.93%.

New Medicaid Fee Schedule Takes Effect September 1

The effectiveness of organized dentistry was abundantly apparent as SB347 finally passed the House of Representatives by a vote of 82-6! And the addition of the Governor’s signature on April 22 was the icing on the cake. We appreciate the good work of Rep. Julie Mayberry, Sen. Clint Penzo and the legislative leadership for shepherding this important legislation through the process!

As you may have heard before, “Everything in life is about relationships.” Now that the 95th General Assembly has adjourned, it’s important to know that may, many relationships were at the core of the passage of SB347. Without those relationships, this would not have happened. To that end, ASDA encourages its members to develop a relationship with their House and Senate representatives.

Arkansas General Assembly is in recess until next week, but it has not adjourned sine die. Although this session will be remembered as one of the most frenetic sessions in recent memory, the result for dentistry in Arkansas was very, very positive.

TO REQUIRE THE ARKANSAS MEDICAID PROGRAM TO INCREASE REIMBURSEMENT RATES FOR CERTAIN DENTAL SERVICES AND TO SET AN ANNUAL REIMBURSEMENT CAP FOR ADULT DENTAL SERVICES. – As the centerpiece legislation for ASDA, SB347 was hard fought and much needed to salvage a declining Medicaid dental program. Thanks to the involvement of Arkansas dentists and specialists, the bill passed the Senate 29-4 and the House 82-6. It injects $6.9 million into the Medicaid program as a match to draw down an additional estimated $16 million in federal funding for a total impact of about $23 million. The increased fee schedule is scheduled to take effect September 1, 2025. KUDOS to Dr. Terry Fiddler who has fought the battle with DHS for the past 8 months to bring this much needed fee increase to fruition!. Although it was not ASDA’s initial intent to file legislation for the increase, it became necessary to cast more light on the 18-year old fee schedule and the danger of losing providers.

TO AMEND THE ARKANSAS SOFT DRINK TAX ACT, AS AFFIRMED BY REFERRED ACT 1 OF 1994; AND TO PHASE OUT THE SOFT DRINK TAX BASED ON SALES TAX COLLECTIONS FROM SALES OF SOFT DRINKS. Proponents of the bill stated that the tax puts soft drink manufacturers, grocery stores and retail establishments at a competitive disadvantage especially in border cities, whereas opponents of the measure state that the tax provides a solid base for the Medicaid Trust Fund in lieu of state general revenue. Although the bill aimed to replace the tax revenue with another source of funding, that source was not identified. Without the tax, Medicaid stands to lose about $130 million in funding. The bill carried a $42.5M fiscal impact and was referred as an Interim Study Proposal to be examined prior to the next legislative session.

July 15, 2025 – CBS Evening News is scheduled to present a feature on Arkansas’ anti-fluoridation issues at 5:30 tonight. The network’s “Eye on America” segment will feature Dr. Kenton Ross talking about the recent legislation in Arkansas that would have overturned the state’s mandate that all water systems serving more than 5,000 customers provide fluoridation to therapeutic levels.

The ADA recently tracked multiple anti-fluoridation bills in 16 states, including Arkansas where at least 5 bills were defeated in the recent 95th General Assembly. Nearby in Oklahoma, however, the governor issued an executive order essentially stopping any state promotion of water fluoridation. Recent efforts by HHS Secretary Robert F. Kennedy, Jr. have led leaders in multiple states, including Utah and Florida, to review the use of fluoridation and its impact on health. ASDA will continue to monitor community water fluoridation (CWF) issues in Arkansas

Following Oklahoma Gov. Kevin Stitt’s ‘Make Oklahoma Healthy Again’ initiative, many public health experts are weighing in on the importance of community water fluoridation.

Through the initiative, Gov. Stitt is directing the Oklahoma State Department of Health to stop recommending fluoride in public water systems, a move dentists are speaking out against. Tamara Berg, D.D.S., vice president of the American Dental Association and past president of the Oklahoma Dental Association, said removing fluoride from the water will result in more cavities, especially in rural and low-income populations.

“We don’t have the workforce to handle all the cavities that are there and by removing water fluoridation, we’re just going to see an increase and that’s going to make our dentists busier and make people suffer more and miss more days of school and out of work,” Dr. Berg said in an interview with News 4.

The Oklahoma State Department of Health said in a statement that while the decision to participate in water fluoridation in the state has always been made locally, it recognizes “there are evolving concerns about what constitutes a safe level while providing dental health benefits.” The ADA said it continues to support community water fluoridation as a safe and effective way to prevent tooth decay.

The Arkansas Medical Foundation’s Physician Help Program offers confidential support to dentists and dental professionals experiencing burnout, mental health challenges, cognitive disorders, substance abuse issues, and other related difficulties which limit practice safety and uniquely affect health care professionals.

Self-reporting is encouraged, but employers, family members, patients and/or co-workers can also confidentially report their concerns about a health professional. Participants can rest assured that information used in this program remains completely confidential and shall not be subject to discovery or subpoena in a civil case and will be held in compliance with Federal and State regulations.

After an initial verification and interview process, eligible clients are then evaluated and prescribed to potential inpatient or intensive outpatient therapy in an approved hospital or treatment facility. After treatment, health care professionals usually re-enter practice within one to two weeks, with AMF acting as the client’s professional ally throughout and well after the process.

We encourage any and all dental health professionals who are struggling to seek help by taking advantage of this program.

The Arkansas State Board of Dental Examiners (ASBDE) met on June 4 in regular session. Here is the Rules & Regulations Committee report as provided by Dr. Allen Williams:

The rules and regulations committee met on Wednesday, June 4, 2025, at 6 PM via zoom. Those in attendance were Corneshia Harrison, Meredith Rogers, Board Attorney Jessica Kloss, Dr. Keith Jones, and Dr. Allen Williams.

The committee had 4 items on the agenda for discussion.

ITEM 1: OLD BUSINESS: REVIEW PROPOSED RULES ON TELEDENTISTRY

This is a proposed amendment to Dental Practice Act Article XXI

The Teledentistry amendment draft was originally constructed by previous board attorney Sara Farris in response to a change in state laws. The Telemedicine Act passed in 2017 (178401 of the Arkansas Code), and this amendment was created to update our rules to fall into compliance with that law. Board attorney Jessica Kloss wants to ensure no new or more recent telemedicine acts have been passed that would affect the language in this proposal. She also wants to review the proposal more closely to make sure that there aren’t any differences between this and the statue itself. It was tabled for further review and research and will be readdressed at subsequent meetings to ensure that the dental practice act follows state law.

ITEM 2: NEW BUSINESS: ADDITION OF RULES PERTAINING TO THE INJECTION OF BOTOX AND DERMAL FILLERS BY HYGIENISTS (POSSIBLE AMENDING ARTICLE XI)

Regarding Item 2, the rules and regulation committee unanimously agreed with the previous position of the members of this board, in that the board has no position other than those clearly written within the rules of the dental practice act, and no additional changes should be made at this time regarding this issue.

ITEM 3: ADDITION OF RULES REQUIRING CONTINUING EDUCATION PERTAINING TO HPV-RELATED OROPHARYNGEAL CANCER PREVENTION (POSSIBLY AMENDING ARTICLE XIV)

Regarding Item 3, the rules and regulations committee opted to consult with the Department of Health to investigate the alignment of this particular CE topic requirement of HPV education against neighboring states as well as the feasibility of passage before proceeding further.

ITEM 4: CLARIFICATION ON ARTICLE XVII CONCERNING ON-THE-JOB TRAINING FOR DENTAL ASSISTANTS

DUE TO THE RECENT RELEVANCE AND PAST RECURRENCY OF THIS ISSUE TO THIS BOARD, WE FELT THE ONUS TO PRESENT THE CURRENT STANDING AND INTENTION OF THE RULES AND REGULATIONS COMMITTEE IN SEEKING A TIMELY RESOLUTION

Regarding Item 4, Article XVII, section E of the dental practice act states: upon receipt of one or more of the 4 expanded function permits available within Arkansas, a dental assistant can then be considered a registered dental assistant with the board. The path of completion is clearly defined regarding expanded function permits pertaining to administration of nitrous oxide and sedation monitoring with state recognized courses or exams. However, for the expanded duties of radiography and coronal polishing, an “on the job training” route presents, widely known and recognized by the Arkansas State Board of Dental Examiners, as option B on the application for registration as a dental assistant in the state. This “on the job training” refers to an education course as approved by the board and proof of competency from an Arkansas licensed dentist (alluded to, but not directly written in Article XVII, Section E, subsection 2,3). By request to the board office, a longstanding “RDA packet” can be obtained and used as an approved curriculum to help dentists develop dental assistants for their own offices, reflective of the initial spirit of this additional legal pathway to registered dental assistant. However, some dentists and some “dental assistant schools” commercialized this opportunity to mass produce dental assistants, often at a significant tuition cost to these students without providing the appropriate training and skill development necessary of the position. This abuse has created chronic complaints to the board, in the past and present alike. Upon recommendation from the board attorney, additional research will be completed to determine the best course of action to enforce a board-approved course without completing rule changes and tampering with existing policies, with the hope of better oversight and application of the current language. This topic will be re-addressed in subsequent rules and regulations committee meetings before final presentation before the board for approval.

following the announcement, the Association highlighted the fact that in many nonfluoridated communities and rural areas, fluoride supplements are the only chance for many to receive the appropriate amount of fluoride to prevent tooth decay.

“Proposals like this stand to hurt rural America, not make them healthier. More than ever, at this critical time in American health care policy, it is vital that we slow down to properly study the full implications of actions like this on the health of the nation,” ADA President Brett Kessler, D.D.S., said.

The FDA said in its release that ingested fluoride has been shown to alter the gut microbiome, “which is of magnified concern given the early development of the gut microbiome in childhood.” However, the ADA said there is limited research on the studies of microbiome composition and fluoride association.

The two literature reviews the FDA does cite note a positive effect on the oral microbiome and both find that the effect on the gut microbiome may be positive as well at low doses, according to the ADA. Likewise, the review on fluoridated water and thyroid function showed no changes at low levels of fluoride as found in the U.S., and potentially positive association with goiter and hypothyroidism in both children and adults.

The Association emphasized that the recommended fluoride intake of 0.7 mg/L will likely not be met if fluoride supplements or tablets are banned because few over-the-counter dietary supplements contain fluoride, and many multivitamins only contain trace minerals.

“While community water fluoridation is the most efficient method to [prevent cavities], the substitution of alternative decay prevention like fluoride tablets or supplements are recommended to glean the proven systemic benefits fluoride provides,” the ADA said.

“Initial accreditation from the Commission on Dental Accreditation marks a historic milestone for Arkansas,” said Dr. Burke Soffe, founding dean of the Lyon College School of Dental Medicine. “This moment signifies the foundation of a new era in oral health for our state. I am beyond proud of our team and excited for the future of oral health in Arkansas.”

The dental school, located in Riverfront Plaza in Little Rock’s Riverdale neighborhood, will feature contemporary facilities designed to provide both exceptional education and community care. The seven-floor renovation project includes classrooms, a simulation clinic and a 100-chair patient care clinic. This clinic will serve as a cornerstone of the school’s mission, providing comprehensive dental services to the public while offering students hands-on clinical experience.

“Our patient care clinic will be a vital resource for Arkansas, ensuring access to high-quality dental services for thousands of residents each year,” said Dr.Soffe. “With a particular focus on serving vulnerable populations, including children, the elderly and those with special needs, this clinic will also act as an exceptional training ground for our students, preparing them to deliver compassionate care throughout their careers.”

The Lyon College School of Dental Medicine’s curriculum is a cutting-edge, three-year program designed to accelerate learning while maintaining the highest standards of academic rigor and practical experience. The program integrates foundational biomedical sciences with early exposure to clinical practice, emphasizing a comprehensive approach to patient care.

“Our innovative curriculum combines classroom instruction, simulation training and direct patient care from the beginning,” Dr. Soffe explained. “This model allows students to develop both the technical skills and the interpersonal communication needed to become skilled clinicians and compassionate caregivers. We’re preparing a new generation of dental professionals to address the growing oral healthcare needs across Arkansas and beyond.”

With a class size of 80, the program will serve 240 students at full enrollment, making it a major economic driver for central Arkansas. In addition to training future dentists, the school’s presence will create hundreds of jobs and foster significant community investment.

      Addressing Arkansas’ Oral Health Crisis

The Lyon College School of Dental Medicine was developed in response to a statewide needs assessment that revealed alarming statistics about oral health in Arkansas:

The establishment of the dental school is expected to directly address these challenges, improving access to care and reducing the burden of oral health disparities in underserved areas.

“Oral health is closely tied to overall health, and as the population ages, the demand for skilled dental professionals is growing exponentially,” said Dr. Taverner. “The Lyon College School of Dental Medicine will not only help meet this demand but also serve as a beacon of hope for the communities we serve. We are investing in Arkansas’ future and building a program that will transform lives for generations.”

Lyon College has made a significant financial investment in renovating the Riverfront Plaza building, employing Baldwin & Shell Construction Company of Little Rock as construction manager and WDD Architects of North Little Rock as project architect.

In 2024, U.S. Sen. John Boozman championed a $15 million federal appropriation to support the Lyon College School of Dental Medicine, underscoring the urgent need for dental professionals in Arkansas.

“From our modern facilities to our talented faculty and staff, every aspect of this project reflects our commitment to excellence and innovation,” Dr. Taverner said. “This school will be a game-changer for Arkansas, providing both an economic boost and much-needed healthcare resources.”

In addition to training dental professionals, the Lyon College School of Dental Medicine’s patient care clinic is expected to serve thousands of Arkansans annually, offering affordable, high-quality care to residents who might otherwise lack access to essential dental services.

“Our mission extends far beyond education,” Dr. Soffe said. “We are here to serve the community and make a lasting impact on the lives of Arkansans. This clinic will not only provide critical care but also foster a culture of service and compassion among our students.”

The Lord blessed us with dad for 96 precious years. He had such a good and joyous spirit about him. Life was always an adventure to him, and if not, he certainly sought it out. Sometimes you just don’t know how good you have it, until you look back and see the Lord’s hand in everything! He took us through some amazing storms as only a strong dad could do. Dad had a wonderful way about him that caused you to love him, and, somehow, he is still doing that even now! He just kept looking forward, and I believe that dad is starting the greatest adventure of his life right now with Jesus! Praise the Lord for blessing us with this wonderful soul, whom we called dad these last 96 years!!!

Bruce was born to Jackson Gaston and Betty (Rout) Gaston. They were a military family which moved around several times before eventually settling in Hot Springs. Bruce graduated from Lakeside High School, and then went on to earn his Bachelor’s degree from Henderson State University, his DDS from the University of Tennessee, and obtained his specialty in endodontics from the Georgia School of Medicine.

Bruce followed his father’s military service example and began his own military career in 1990 when he joined the U.S. Army Reserves while he attended dental school. Upon graduation, he transitioned to active duty and served his country as a dental officer for 11 years, then transitioned back to the Reserves for an additional nine years. He retired in 2010 at the rank of colonel after a distinguished career which included two overseas tours, two humanitarian missions to former Soviet countries, and a deployment to the Middle East during the Gulf War. His efforts in this deployment helped lead the first reserve dental unit ever deployed into combat, and he was awarded the Bronze Star.

He was preceded in death by his parents as well as one sister, Diana Lynn Ward (Earl) of Oklahoma City, Okla.; and two brothers, Patrick Gaston of Los Angeles, Calif., and David Gaston of Oklahoma City, Okla. He is survived by six additional siblings: Jackson Gaston Jr. (Beverly) of Jessieville, Ark., Kerrie Gaston of Hot Springs, Anthony Gaston of Bellechester, Minn., Michael Gaston (Carol) of Oklahoma City, Okla., Elizabeth Naven (Don) of Pekin, Ill., and Lisa Holland (Brian) of Kill Devil Hills, N.C.; as well as many nieces and nephews and countless friends.

left this earth surrounded by his family at UAMS and was greeted in Heaven by his mom, dad and all his family and friends who got there first.

Mike was born in Wichita, KS but spent most of his life in Fort Smith, graduating from Northside High School in 1966. His higher education continued at Westark and then the University of Arkansas until he was accepted to the University of Tennessee Dental School after only 2 years of college. He finished his college degree while attending dental school-one would have been hard enough but Mike did both, while flying home every weekend to play in his band The Off Beats, so he’d have enough spending money for the week.

When he graduated from dental school he went into practice with Dr Ed Dooley in 1972. After Dr Dooley retired Mike bought the practice and remained until 1987 when his dream of building his own office was a reality and Parklane Family Dental was established. He then expanded and added another office at Central Mall. With the expansion of NW Arkansas he saw a need for Parklane to have an office in Rogers and just recently finished another NW Arkansas office in Springdale. In 2004, his nephew Charles (Charlie) graduated from LSU Dental School and went to work at Parklane. Another added bonus for Mike was to have his son Kristopher (Kris) join the group in 2007 after graduating from Baylor Dental School and it really became “Parklane Family Dental”. Mike was a member of American Academy of General Dentistry and American Academy of Cosmetic Dentistry.

As busy as Mike always was, he was lucky enough to work-in a patient one day who had a problem wisdom tooth. That patient was Judi. They fell in love and continued their journey together for 47 years adding Michael, Kris, Lauren and then Jorge. The happiest time of his life was when he became

The closure of a dental clinic in Albany, N.Y., that serves people with Medicaid places additional pressure on federally qualified health centers that provide dental care for people with low incomes and those who are uninsured. A recent settlement to expand dental services under the state’s Medicaid program won’t help people get the dental care they need without enough providers. People who are unable to access dental care are more likely have worse health problems, which can place a burden on emergency departments, says James Galati, D.D.S., former president of the New York State Dental Association.

A new bill expected to pass Congress today references the No Surprises Act, which requires medical providers to provide “a good faith estimate of expected charges” before treating uninsured and underinsured patients. The act, which went into effect on January 1, 2022, curbs unexpected billing and provide consumers new financial protections when undergoing both emergency and non-emergency care.

was born on June 9, 1960 in Clarksville, AR to Joe and Juanita Harderson. He graduated from formerly known as Hartman High School in Hartman, Arkansas, known now as Westside High School in Coal Hill, AR to eventually earn several high school honors, including the highest achievement math award. Ultimately, he made the decision to attend dental school in Memphis, Tennessee, which would set the course for the rest of his life. He used his skills in dentistry to help countless patients, witness to them as he was working on them, sing to them as he was working on them and make them feel more comfortable in a dentist office. He had an overwhelming passion to help those in need, resulting in several mission trips to different countries and mission clinics across the state of Arkansas. He loved music, learned how to play multiple instruments and wrote several songs that have touched so many lives. His love for the Lord was reflected in his love for people, family and his ministry of music in the church. Marty was full of life, loved to tell jokes and loved football more than most. He was an amazing father, grandfather and will be missed by several people more than words can describe.
